UpdateAccessCertificationCampaignTask
Starts or stops the access certification campaigns according to their StartDate and EndDate. The
task also computes the Access Certification Items to certify (applying
Access Certification Data Filter
and
Access Certification Owner Filter),
and fill the database with them.
